The sky was full black, the moon sitting among a blanket of scattered stars, looking down over the hastily collected trailers that made up FEMA Village amongst the tall buildings of Gavin's downtown. With the setting of the sun, the men and women who had been scattered about quickly withdrew into the structures, bolting the doors, closing off windows, and remaining concealed within.

Each trailer had an attached generator, and several of them chugged softly in the quiet night, pale light shining through the windows, looking stark amid the vast darkness of a city without power. FEMA Village was a small pocket of apparent civilization buried within the concrete wilderness of darkened buildings where no sign of life was evident.
